This could be solved by ordering the packages by last-modified-date of their directory. That would catch even external modifications.

Not really helpful as checking these last-modified-dates is exactly what takes so long... well, that is educated guess, I am not quite satisfied with speed too, so I guess some profiling is needed here.

That said, starting with last the last modified package in current ide session is not a bad idea at all!
