if some uploaded files in the forum are empty, report them in the threads! [message #11031]

Some of the uploaded files in U++ forums are empty.
Some people Evil or Very Mad

are reporting them by using forums link "Report to moderator" which alerts several people whose time is expensive and they might not have those files requested. Would it be more logical to post a request in those threads and expect original authors (or users who downloaded) to re-upload?
P.S. Also, have in mind, that I personally can't fix forums technical problems after they were moved to a new domain (from arilect.com).
