when setting up VC directory, I setup my VC directory as:
D:\Program Files\Microsoft Visual Studio 9.0\VC
since in common sence the compiler path should be a layer upper of bin directory.
when try several examples with fail I noticed it should set as:
D:\Program Files\Microsoft Visual Studio 9.0
so I suggested you provide hints and check strategy such as bin/cl.exe.
or read directly form registry would be nice.
