what about a page with a summary of the translation? - maybe it can be automatically generated and, whoever wants to translate, can enter his name for the page and language he wants... would be a little bit clearer what to do.

There is a redmine issue tracker http://www.ultimatepp.org/redmine
If you became a contributor, you'd get an account there and could simply fill a ticket for translation to some language, so everybody knows it is in progress... I guess there is no need to invest big amount of work into such nice single-purpose translation interface
I am fully agree with dolik.rce. It is easy to know what are the pending translations and until know (I think) there have not been problems about duplicated translations .

But,íow can I become a contributor and how can I get an account there?
(I've translate something in Russian and would like to upload the result and continue ...)

just checkout the latest version of the mirror repository... the chance that someone translates the page just at the same time as you is really, really small.
