After reading the documentation for 'Internationlization and translation files', it was not clear to me regarding the use cases for .tr files.

It seems to me that these are used as run-time improvements not requiring recompilation in order to:
1. Add missing translations for an existing language
2. Modify the translation for an existing language

However, .tr files are not used to provide additional languages to what was previously compiled.

Are those accurate statements?
Are there other use cases that I've missed?

Correct, except I believe you actually can use it to add additional languages.
