Yes it is. But that request time even for a web developer. The problem (spammers) is simply resolved with human proofing test. There exist an add-on for wiki.
The problem with cross-account is quite special, because we don't want all 518 users from forum to have accounts on wiki(it is not normal), just contributors. At the moment the wiki have 238 users from which approximate 5 real users, others are spammers.
Another problem are uploads. An image says a 1000 words. I guess you cannot make documentation without images (you can but have to write a lot).
So, fist of all we must:
- remove spammers accounts from wiki
- install 'human proofing' add-on
- enable uploads
- find contributors

Wiki which are hosted on sf are primitive, but good enough to store info we need. I believe we have some advantages making that move:
- the maintainer will be one from dev team
- spammers are not interested anymore
- save space from upp server
- ...
I agree with you.
P.S: Don't forget to update links on all pages.
