.ini file parser refactored [message #39287]

- it now allows putting comments into .ini file (if line does not start with C-like id, it is considered comment, unless it starts with @include or @end)

- it now has @include filename directive

- it now has @end directive, which stops processing of file (everything after @end is ignored)
