The real thing that needs to be done PR related is this:

In other words, write & push articles.
Should not even be that complicated - there are already some resources like
http://upp.sourceforge.net/www$uppweb$overview$en-us.html
that could be easily adapted as initial documents.
Then of course, writing topics like "scribble in U++", "printing in U++", "database programming in U++" would make great sense, as it can be recycled for PR and for documentation...
As for wiki article, I believe you should be able to produce it by reducing the size of overview as well (note that wiki will ban your article if it is straight copy from other website).
Just my 0.02$...
