For it works like this:
I select some text, and then I hit: [ { ( " / or * to enclose it in the desired symbol.
(can be configured in Setup / Environment / Editor-tab)

The shortcuts you are using works even when that setting is off?

And the selection+* doesn't work in reversed way, it does add second set of /* */. Sad
