New RescaleFilter family of function provides Image rescaling with interpolation kernel function. There are variants supporting any kernel function with arbitrary width, but there is also predefined set of common kernel functions, including BiLinear, BiCubic Mitchell and Lanczos (2 - 5).
Demonstrated in "reference/RescaleFilter".
