First use of SetVppLogName will call sOpenVppLog twice [message #29549]

I use SetVppLogName to change the log file path.
When first use of SetVppLogName without any log before, it will call sOpenVppLog twice. The case is it will create a *.log and immediately rename it to *.log.old, and create a *.log again.
So there is always a *.log.old with empty content.
