Is this a intended behavior for Upp widgets?

If one clicks on any object i.e. Button, Switch Option (Check box, Radio button etc) and holding click, drags the mouse pointer outside the ctrl rectangle the ctrl is then left in light blue color in win7 native theme. it happens to all Upp Buttons and Check box and Radio Box and etc including the one ones in theIDE dialogs. please see the attached pic for example. I have tested other GUI objects like buttons and check boxes in other applications such as Mozilla Firefox and VLC Media Player. In Firefox it never ever happens. in VLC (a QT app) the hot blue state quickly vanishes using a fading out transformation. Windows Explorer itself also does the same thing as VLC. May be that's the windows default behavior?
