I am using version 5739-wheezy-amd64 and now everything that compiled previously including the examples, bazaar, etc, needs
the PdfDraw-package! and fails to compile.

Is this a real requirement or a bug?

I don't use PDF's anywhere so see no need to use the package.

EDIT:
Installed 5841 and still PdfDraw is required everywhere?

If you are using CtrlLib, PdfDraw is required in Posix to support printing.
