GetSmartTextSize() function move/factorisation proposal [message #41189]

Hi,

GetSmartTextSize(), GetSmartTextHeight() and DrawSmartText() could be moved from CtrlLib to somewhere else ( maybe RichText package ) not dependent on CtrlLib so they can be used in Draw dependent apps only.

Almost the exact same methods already exist in RichText package in the following methods:
QTFDisplayCls::GetStdSize()
QTFDisplayCls::Paint()
So these methods could probably also profit from a factorization
