Hi,

It seems the latest leap second is missing from GetLeapSeconds(Date dt) in TimeDate.cpp. It was applied on December 31, 2016, but is missing here.

(Actually I'm looking for a way to deal with GPS time vs. UTC time, so this function will come in handy.)

Hopefully fixed. { 2016, 12 }, correct?
