Symptoms? (I am always using TheIDE compiled from latest sources, have not noticed this anomaly so far).

BTW, in debug mode, layout designer is not active, file gets displayed in text form (because they can be debugged). Is not it the cause?

Nvm, I've resolved it by re-installing the software. There seemed to be some conflict between template names and whatever because I didn't delete my MyApps directory after I uninstalled 605 (to make room for 609). IMHO, it wasn't tt the layout designer wasn't there, it was that the layout designer couldn't function properly and display the controls.
