Does UPP has any bluetooth (stack) support?
Can i use up to communicate through bluetooth?

I am using windows xp with a bluesoley usb bluetooth pen.

The first aim is to simply communicate serial via bluetooth. Next would be to use all the feature of the bluetooth stack like device discovery etc

You should take a look at Bluetooth Programming with Windows Sockets, or simply use virtual serial port access.

Yes, I tried to use the virtual serial port but then i ask myself:

How can the other bluetooth device (mobile phone) detects that i want to speak with it?
