Copying, installing, and using *.scd and *.udc speller dictionaries... [message #51090]

This patch:

- Copy dictionary files (*.udc and/or *.scd) used by theide speller inside ~/.upp/theide/speller (default make install) or /usr/share/upp/speller/ (posix install)
- It also fix Core/Speller.cpp and ide/Setup.cpp search paths accordingly.

I can modify doinstall and upp.spec but not Core/Speller.cpp and ide/Setup.cpp.
Can someone review my patch and apply it?
