I have decided to recycle the old ntllib server hosting for U++ website.
To test bandwidth and reliability, I mirrored U++ website there. I welcome everybody to test
www.ntllib.org
for response.... (you can e.g. compare with current upp.sf.net page hosted on sourceforge).
