Is there a way to make an upp.dll that can be used across many u++ applications (including other dlls that use u++)?

I want to do something like this:

upp.dll With all the needed upp functionality.
MainApp.exe using upp.dll
SecondaryApp.exe also using upp.dll
plugins/
Multiple dlls loaded at runtime (using LoadLibrary) also using upp.dll
