Failed to auto setup build method in 32bit Win 7 with VC2015 [message #45380]

I successfully setup theide (automatically) on 64bit windows 8.1 after I installed vs2015 community and Windows 10 SDK.

But theide wouldn't create the MSC15 build method for me after same things have been done on 32bit windows 7.

Folders in C:\Program Files\Windows Kits are
8.0
10

What did I miss?
