Navigator is not synchronized on startupr (Editor Mode)

Description
1. Turn on navigator in ide mode
2. Open file in editor mode
Result: The file is open with navigator.
Expected result: Navigator is hidden.
Note: The navigator will be hidden when synchronization action take place like splitting editor etc.
