Is this issue based on this thread?
Would you please also consider the inverse approach? Adding package when #include is used would be IMHO much easier and faster for expierienced users, who already know what package they want to use. Typing few letters and using assist is definitely faster for me than going through a Add package dialog.
I believe both of those approaches could coexist, so please consider also applying the patch from the forum thread I posted above. I have been using it for some time and it proved to be pretty useful.
