Fill an ArrayCtrl with lot's of elements to make it scrollable. Withouth giving the keyboard focus to the ArrayCtrl scroll it down with the mouse on the scrollbar. Click into the ArrayCtrl to place the focus and cursor to the clicked line. Instead of activating the clikecked line, the scroll position is reset to the top, and the cursor is placed to the line which becomes under the mouse pointer. Clicking into the ArrayCtrl should not move the scroll position. I can build an example later if needed, but currently I don't have the time.
