But I learned how to compile the SQL applications under GCC, and now I do not care version of windows.
Yes, under the GCC exe file is bigger. But the stability of the result - more important.

Could you run you localized compiler in a console or another controlled environment (like redirecting the output to a file) on a source that does not compile and determine what encoding is used?
You could upload you file here and I'll try to determine it's encoding.
