ahh, maybe it's a false alarm,
maybe the ide has tabSz savings per "Package" and
default is 4 when fresh "Package" is opened, but once
this Project is saved with tabSz and reopened, then it's preserved.
I don't know if this is desired result, though

This is bug, because Settings should work globally not only for selected package.

I have just tested, seems to work OK.

Not that there are 3 tab settings that can apply to the file - File properties settings, Package settings and global settings. When 'empty', next one is used (from left to right in this list).

i reproduced this in v11658:

yap

1) i opened some project with non 4spaces(2 or 6 forExample)
   then created new package and it was as it should - with same tab spaces
2) closed the ide, opened it again(directlyCreatedNewPackage) and Voila...
   tab spaces were set to default 4spaces
