I've got the same problem when cross-compiling from Linux to OSX.
COMMON_FLAGS = "OSX"
I had to add PdfDraw explicitly for all platforms.
Something is wrong.
I guess "OSX" doesn't imply POSIX.
Most likely the problem is related to cross-compilation.
