Focus sticks in MenuBar when iterating with TAB key [message #648]

This behaviour makes it impossibele to use TAB key to iterate through all the controls on a window.
This is because Menubar::Key() method processes K_TAB and K_SHIFT_TAB.
Could somebody describe the design decisions behind it, or is it a bug?
