static Ctrl *Ctrl::GetMouseCtrl();

returns (child) widget with mouse.

TopWindow *Ctrl::GetTopWindow();

returns window child widget is in. Therefore:

Ctrl *GetMouseWindow()
{
   Ctrl *q = Ctrl::GetMouseCtrl();
   return q ? q->GetTopWindow() : NULL;
}

should solve your problem.
