The same file on sourceforge.net is short and broken.

UPDATE: The file upp-win32-2081.exe does not run either. The last time I updated was upp-win32-1952.exe and that installer still works.

You are right.

While getting the right installer upp-win32-2070.exe in SF has been removed.
