Not sure what exactly you have in mind. You mean that file encoding should change to utf-8 if you enter character not in current code-page?

Currently if i want to put a comment to my source code with japanese, i have to change the encoding to UTF-8 then write the comment.

So it would be nice to change encoding to UTF-8 automatically when i input japanese text.
