Sympton: Bad charaters open file in utf-8 encoding

System info: Gentoo Linux, upp installed (emerged) with ebuild provided by ebojd. locale setting: LC_ALL=zh_CN.utf8

Btw, I changed editor's default charset to utf8, but it didn't solve the problem.
