Even if there are some Russian developers using U++ they all know English or understand it enough to solve their problems. IMO English is a must for every developer (still i don't know it well).

Many programmers in our country don't know nothing about Upp and its advantages. Yes, it will be a some kind of PR. But I'll not get the money using the site.

Yes, let's keep U++ forum and code international. But some pages of main site are static and can be translated.

Actually, U++ is significantly different from all other frameworks. It is of interest to people, who is looking for a nonstandard and elegant way of developing code. U++ is not a secret project for many years. Examples: http://en.wikipedia.org/wiki/Widget_toolkit, http://wiki.wxwidgets.org/WxWidgets_Compared_To_Other_Toolki ts.
Everybody, who was looking for something special like U++, could already find it. Otherwise they should be fine with MFC or WxWidgets. 
IMHO the best way to promote U++ is to develop a lot of cool applications using U++.
