mhhhh.... you mean that you can't READ or that you can't WRITE /usr/share/upp contents ?
Im my PC permission allows reading for all people, and writing only to whom installed stuff, what is indeed incorrect as files should belong to root and not to user.
Because of that the files are copied in home dir on first ide launch.
So, in either case the problem is there; if you can't read files, that's a urgent one, if you can't just write/delete files in /usr/share, that's not a big problem.
The right way should be indeed to make /usr/share/upp files owned by root and public readable.
