I'm interested in using NTL (and a few other classes), outside of U++. Is this possible, and how difficult would it be to only use specific classes?

Not really difficult.

Actually, in ideal world, I would like to see a "ntllib" maintainer.

I think "NTL export" from Core could/should be fully automated. Then we could have "NTL" as form of release.

Note that a couple of years ago, there was such thing... I stopped "exporting" NTL due to lack of interest.
