Default default charset now CHARSET_UTF8 [message #7773]

...fixing one of missteps.

Initial default charset value was WIN1252. This is now UTF8.

There might be some impact on existing applications - applications for western alphabets might now require SetDefaultCharset(CHARSET_WIN1252).
