Seems like there is a problem with the automatic nightly builds.
Version upp-...-11300 is updated every night instead of creating ongoing numbers from 11300 upwards.
Or is this on purpose because there are no changes?

There's no change. Most devs are on vacation.

That way, the package manager and everyone else can quickly see if all is ok (server, build script, upload script, ...).

In fact, U++ package is rebuilt and uploaded, even if the svn version hasn't changed.

Note: 11300 is the current svn version.
