I'm a new user and this will probably be the first of many questions. I'd like to start off by saying that after going through a couple of tutorials, I'm excited to use Ultimate++.

My first question:

Is there anyway to import a picture to use as a background and then place my layout elements on top of it? I've tried a simple cut and paste, but that didn't really work for me.

Thanks in advance.

You cannot do that in Layout designer.

You can use e.g.:

TopWindow& TopWindow::Background(const PaintRect& prect);

in the code.
