We have an embedded linux system with a real-time app
that uses UPP UI and need to have the user be able to manage
their printers via CUPS.

Sure would be nice if UPP had a html viewer that would at
least handle CUPS in order to manage print queues, printer
install, setting default printer -- all available via CUPS
http://localhost:631/

Does UPP have that capability?

As far as I know there's no HTML parser/viewer in UPP. Any chance to have there some web browser installed and run the instance of it? But it may add some hassle with task switching, focus, and so on...
The other route is to embed one of the html engines, rumors are the webkit is quite self contained, so maybe it would be possible to add it.
Or if the resulting page is very simple, maybe you can do your own html -> qtf translation, but it may get easily broken with new versions of CUPS pages. Can't find any example how that page looks, so I'm not sure about sanity of this idea.

I am not sure how really related it is, but U++ linux printing uses CUPS (via commandline).

A simple and nice htmlviewer is available with FLTK library could be a nice marriage of fltk with Ultimate++.
