Ok, here is the *original* Upp sample called Service (there is a set of 3 samples for windows services)
When I compile it I see:

----- Service ( MAIN GCC DEBUG DEBUG_FULL WIN32 )
Service.rc
C:\upp\bin/mingw64/32/bin\windres.exe: no resources
Service.cpp
Service: 2 file(s) built in (0:11.54), 5773 msecs / file, duration = 12094 msecs

There were errors. (0:12.20)

The .rc file has:

#include "resource.h"
#include <windows.h>


The project is in attachment but it exists in the Upp samples folder
