*.tr files are for running time translation. If you want your app to get translated and translation included in executable you must us a *.t file. it works for me very well.

Nope, that is not correct. Normally, .t file us "synced" (updated) based on source files in the package.
.tr files are used to provide "wholesome" translations, like translating the whole U++, by 3rd party. Anyway, as developer, you are supposed to use .t to translate your application.
