In user app you translate .t.
Well, to be more specific. To i18n your app, you start with adding t_() around strings (you can use F2 and Alt+F2 to speed-up this process if you have not done so while initial coding).
Then you add single .t file per package and somewhere ".t include".
Then activate "Synchronize translation files". This operation will go through sources and gather t_ strings into .t file. You can then add languages to .t - the result is adding empty definitions.
