Currently, we have problem in our documentation that we have too long pages and navigation is hard. For example on one page I have got 30 tutorials I need to scroll to find the one I am interested in. The solution for that problem is to implement "Table of Contents" feature for RichText and RichEdit.

4 5 Communities around a distribution
5 6 Applications
Acceptance criteria:
- In browser user should be able to jump to title that she/he is interested.
