Core/Heap.h should be includable

Description
I have the situation when I would like to use IgnoreMemoryLeaksBlock in the 3P library, however I can not inclued simply Core/Heap.h. Instead of that I need to inclued Core/Core.h which is bad, because it cause issues with winsock library includ order.
So make it possible to include only Core/Heap.h. Would be nice if present in 2020.2.
